Yes, you are definitely eligible for Bsc agriculture with 64 % in 12th.

For example,

SV Agricultural College, Tirupati is a government college and to be eligible for Bsc agriculture in it, there's no minimum% in 12th , all you need it to at least pass in 12th.

Admission in bsc agriculture is through ICAR UG in most of the government colleges and also in many private colleges. And even for that only 50% is required to be eligible.
