Hii!! Yes you are eligible to take the JEE mains exam paper because to sit in the exam all they require is that the candidate should have passed the 12th exams be it any central or state board which in your case is the state boatd. You can also go to the below link to check more.

hello!

"yes" as for jee mains there is no board cut-off ,you have to just score high in jee main to get good college like nits.

board cut-off are for jee advance in which you have to score above 75% or be in top 10 percentile of your board.
