Yeah off course you will be able to write the JEE Mains and depending upon the cuttoff you will be eligible to write the Advance. But With this percentage you can't be able to take admission in institute like IIT / NIT. But yaah you can be able to take admission in private institution depending upon your JEE mains score.

Yes you are eligible to atten the entrance exam of JEE MAIN.
And the subject which matter is Physice, Mathametcial, any one of this (Chemsitry, Biology, Bitonology, Technical Vocation. It's is for B.tech and soma for B.Arch also.
