According to new norms you need to secure at least 75% in class 12th in order to be qualified for JEE MAIN examination.
Since you have scored 65%, then you are not qualified.
But here is one thing you can necessarily do, that is you can give improvement exam and if you improve your score upto 75% or above, you can surely apply for JEE MAIN.

You are eligible for JEE Mains exam..There is no age criteria for Jee mains..
& for JEE mains You have to Completed 10+2 & passed in all the examination with Physics,Chemistry, & Mathamatics..
& This Three score are counted in Admission..You can also Go for improvement & can give exam Next year also.
If you belong to sc/st category then yes you're eligible for jee mains and advance but if you're from general or obc then you're not eligible to get admission through JOSAA or in the basis of jee main score as the cutoff for general or obc is 75%. And yes you can give improvement next year and increase your percentage and gives exam again next year.
