Percentile means you are under top 20 scorer of your state but it is the case when you are from any state board

No at all .
But there is one hope that if you are in top 20 percentile than you are eligible.
And also
if you belong to ST / SC category than you are eligible with your percentage because for ST/ SC percentage criteria is 65 %.

Eigibility criteria is student belongs to OBC or general category he/ she must score at least 75 percentage in class 12th or he / she must be within top 20 percentile of that board to be eligible to get a seat in to IIT or NIT but in your case you are just having 74? So in that case you need to check for your percentile score. However in case of SC ST students the percentage requirement is back and he or she must score at least 65% is a speed of 75 percentage.
