I have 96 Percentiles in Jee Main 2024. Will I get E&C? Is this enough for the qualifying attend Advance exam. mine is the EWS category.

With 96% considering EWS Category your probable category rank would be around 4819 according to last year ranking .
With 4819 rank you have chances to get admission into the following insitutes through JoSAA Counselling -
NIT Surathkal with M.sc Mathematics integrated
NIT Rourkela with Chemical Engineering
For ECE Branch you have chances in IIITs like IIIT Kota , IIIT Guwahati etc
