It doesn't matter from which city you belong to OBC category. If you want take admission in any of the cenrtal government funded college(iit, nit, iiit, cfti, iim etc) then only you can be eligible for your category seat.

If you belong to UP and want to take admission in Delhi then it will depend in which college you want to take admission through jee mains. If you want to take admission in NIT, IIIT then you are eligible for OBC seat but if you want to take admission in DTU and its affiliated colleges then you are only eligible for genral seats.
