As you belong to General category, Looking at your rank I would suggest you apply for SSC Core Departments and regular branches like MME, CHE, PE in VSSUT Burla. Only if luck favours you will get Civil too under the SSC course.

Another way is to study hard and maintain a good CGPA to change your branch the other year.

Yes you can definitely get Veer Surendra Sai University of Technology (VSSUT) Odisha according to last year cutoff VSSUT was formed by converting University College of Engineering (UCE), Burla to a non-affiliating Unitary University. It is approved by Odisha State Government and recognized by University Grants Commission (UGC). It is located at Burla, Sambalpur Odisha.

Admission to B.Tech. courses of the University are based on merit of the Joint Entrance Examination (JEE), Govt. of Odisha. Application process for Odisha JEE starts in the month of March every year. Candidates can apply online application for Odisha JEE.
