I have appeared for AIIMS UG exam I'm going to appear my boards next month I'm a Nios student can I attend the conselling last after my 12th

If your 12th is not complete you cannot participate in the counselling of AIIMS.
Atleast by the time of AIIMS counselling you should be done with the exams and everything along with the documents required.

Yes you can apply next year but with fresh exam and your rank.

You can apply next year only now becaus the classes start before September and semester exams start in Oct approx.
