I have applied from Andhra Pradesh for neet. But I have domicile certificate of odisha. How can I apply for odisha state quota.

There will be a separate counseling for the 85% state quota. You'll have to attend that and do the needful formalities. Please go through the official web page of the state level counselling of your state to know more.
For getting a seat in odisha via the All India 15 % quota, you'll have to mention the names of the colleges of odisha first and then of the colleges of any other state.

I am asking for 85%state quota. When I should submit domicile certificate. At the time of registration or time of counselling

You are eligible for Odisha since you have domicile. During counselling, you have to specify Odisha colleges.

If you have a odisha domicile then you are eligiblw for the state quota seat in odisha. For this you have to apply tgrough odisha medical counselling authorities to get registered for preparation of merit list.
