Yes you can apply to the London Business School for their Masters Program. You need to score 720+ in the Graduate Record Examination which is GRE or the GMAT whichsoever you register for and apart from that you have to get a good score in your TOEFL/IELTS which is for English proficiency. You also need to write your appliction and send it to them after which you might be selelcted for the interview .
London business school does't offer Masters in Commerce .
