You can apply for gate 2018 . If you are in last semester of your course
Backlog does not matter

Yes. You are eligible to apply for GATE 2019. GATE 2018 is over now

The applicants who have bachelor degree in B.Tech/B.E from a affiliated university are eligible to appear in GATE . It doesn't matter whether you have backlongs during your B.tech course.

Make sure you clear all your backlogs and you have your degree certificate with you while applying for colleges
