Yes surely you can appear for NEET UG in 2020.
As you mentioned that you have not appeared in NEET previously so that doesn't matters but you have to work hard if you are willing to give the exam next year. And also it doesn't matters if you join such courses like bsc etc. as bcoz for neet the eligibility criteria is 10+2 appearing or passed out and your +2 score should be more than 50% , and these years will be counted as your drop years ... So work hard go through the previous years papers thoroughly and practice MCQS daily if you are applying for NEET 2020 and also you can join test series of some known institutes liken ALLEN , AKASH etc ... u should use code 2 ..
