As per the rule for NEET, any person who has passed his std. XII from a school in Delhi is eligible for the 85% Delhi quota. If the person is from NIOS, then his exam and study center, both should be in Delhi. The same goes for private students, they should have given the exam from Delhi only.
Thus to answer your question, yes you are eligible for state quota of Delhi irrespective of your domicile.
