Yes. Those Candidates who have completed their 10+2 from Delhi are eligible for Institutional Quota which means that they can participate in DU State Counselling. You haven't mentioned your Category. Neverthless, the cut offs for 2019 across DU have been as follows:

General Category: 613
EWS: 587
OBC: 567
SC: 476
ST: 391

Now this is 2019 data and cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. For a seat in Delhi Medical College, you will need atleast 50 marks more than those mentioned here against your Category.
