I have done ba in economics.. But not honors.. Can I still get admission in jnu for masters in economics.. If yes..what is the procedure !

Hey.

You should have a Bachelor Degree in Economics (Hons) with Mathematics as an additional subject to be eligible for M.A. in Economics (with Specialization in World Economy)

For admission in M.A. in economics you must have a Bachelor Degree in any discipline securing at least 50 percent marks aggregate, with knowledge of Mathematics at 10+2 level.

Considering this you seem to be Eligible for M.A Economics. But you are no eligible for M.A Economics with specialisation in world economy.
