During state counselling, candidates are supposed to present a number of documents that prove that a candidate belongs to a particular state. A domicile certificate is one of them. Since you have done both classes 10th and 12th from the state of Uttar Pradesh, you can easily acquire a domicile certifictate. So, yes you do need a domicile certifictate for state quota counselling in UP.

For the counselling process of neet you are advised to keep the following documents in hand. Other than the original documents you are advised to keep the attested photocopies of the following documents. The list of documents are -

• Admit card
• NEET 2019 Result/Rank Letter
• Birth Certificate
• Class X Certificate
• Class XII Certificate
• Class XII Marksheet
• 8 passport sized photographs (Same as the one affixed on the application form)
• Provisional Allotment letter generated online
• Proof of Identity
• Category Certificate (if applicable)

Other than this you are advised to keep your domocile certificate with you since you need it for neet counselling under state quota.
