Sorry to say but what do you know it's not clear. I think you want to know about that you will become a resident for Delhi or not.

Look if you are completed your 10th and 12th from Delhi then you may consider as residential candidate for Delhi. Otherwise if your parents live in Delhi for work purpose or you are born in Delhi then also consider you as Delhi resident candidate. But only repeat your 12th examination from Delhi it's not consider you as Delhi resident candidate.

In order to be considered for Dekhi state quota if 85% a student needs to meet the eligibility of the state.

For Delhi, a student needs to have completed his class 12th from any recognized board of Delhi

As you are planning to give your class 12th from a recognized board of New Delhi, so I believe you are good to go and can avail the 85% state quota benefit..
