I presume you're asking this in the context of postgraduate courses in Delhi University for which the admission is done through two ways, one on the basis of the merit of the qualifying examination that's only for Delhi University students, and entrance test is for those who do not belong to Delhi University as in they have done graduation from some other university, so if you fall in the second category then you have to appear for the entrance test.
