There is no provision of Himachal Pradesh University according to the rules  and norms of UGC. As you have left BSc course in the second year and joined another course so if you want to do your BSc course again I have to start from the first semester at in first year of Bsc course in Himachal Pradesh University. Scope for readmission in the 2nd year of Bsc course as you have left the course in the middle of second year session.
