Yes, I think is applicable to you too. As you mentioned that you failed in GSEB 2020 examination which means you need to repeat the whole year. The 30 % reduced course is mainly done for the 2021 examination for 10 and 12. You would be following the same course and you too would repeat the examination in 2021 so it is applicable to you in that case.
