313 marks is not enough to get a government MBBS college in any category. So you won't get any government college in your state. But you may get private colleges or BDS colleges with this marks.But private colleges cost quite a lot of money. The five year course will almost take an amount of around 70-80 lakhs rupees. One lakh per year in private colleges is not possible.
