Hope you are doing well. Yes you can get a seat for either ECE or CSE or Mechanical Engineering in engineering colleges in Mangalore. But the thing that matters is what type of colleges you get. There are so many colleges in Mangalore. Some of them are good and some of them are not good. Getting a seat for Mechanical Engineering is quite easy but it is difficult to get a seat for CSE or ECE in good colleges in Mangalore. Forget about SNQ quota. It is only received by those who have least annual income compared to others. Just check for previous year cutoff ranks in all colleges and analyze what college and branch will be better for you.
