You can apply for the State Counseling of the State you hold home of. Rest all States need domcile qualification. Regardless of the imprints you have scored, you can't take part in State Counseling except if you have their State domicile eligibilty.You can apply for karnaktaka state as it allows non domicile to participate in the counselling.
