If I consider the previous year data.then your chances of getting admission in a government medical college are good through all india quota.
The cutoff changes almost every year,so not much.  can be predicted .cutoff depends on the difficulty level of the paper and the number of students who appeared for the entrance exam.

As you mentioned with and marks, your chances of getting a decent government college through All India quota are good. Also you can get top college iin your state through state quota(85%) which you will surely get.
As the admission to medical colleges based on NEET is given unsed All India Quota(15%) and state quota(85%).
