Hello aspirant,
I would suggest it no don't do it,Because when you focus on JEE,then there is tension of College exams in the mind due to which you cannot concentrate 100%.If you are really passionate for JEE,then you should give 100% inputs for JEE.Moreover joining college during JEE preparation will give you greed for enjoyment beyond limits.And the college lectures will take up your 8 hours of preparation because during lectures you will think about solving JEE problems due to which you will be hesitated to have eager to solve JEE problems.Instead,you need to give efforts for JEE at least 10 -12 hours which is not possible in college life.

This mainly depends on the preparation level of the person who is taking a partial drop. If he had a good preparation till 12 but was not able to perform well on the D-day then he has high chances of clearing JEE by following a good Strategy . But if it's not the case then the chances would be pretty pale.
