As for your question, the cutoff and eligibility for the college and it's courses depend on certain factors that include your category, which in your case is general alongside certain other factors which include the total applicants that have applied for the same and the total number of seats available and the competition amongst it. It also depends on the difficulty level of the examination and the cutoff trends of the years past.
For confirming your eligibility you need to log onto the MITS Gwalior official website and click on the cutoff link. You will have the cutoffs displayed on the screen and you can then confirm your eligibility for the required courses that you wish to apply. You can also download it and verify.

YES! You have chance to get admission MIT GWALIOR though not in the first round but easily in upgrade round 1 or in round 2.
Though it difficult to get CSE or IT but you can get other branches like CE,BT,EE.

Firstly, 12th percentage does not impact on getting any college since MHRD new rules applied in JEE exam process.
As you have rank above 3 lakhs then the chances of getting government college like MIT's Gwalior is quite difficult but not impossible you can goes through online counseling and try, you will have better chances to get any non-core branches like biomedical, petrochemical etc.
