With 67% you won't be eligible to admit at NIT's or IIT's as cannot participate in the JoSAA counseling.
If you are talking of UPES (University of Petroleum and Energy studies) then I would strongly recommend you to consider the other better options like
1. Participation in JAC. - this is the best possible option. As I've heard in this board percentage 65% is taken for eligibility. By this counseling you'll have to get a seat at DTU & NSIT which are equivalent of the Top NIT's of our college.
2. Prpare well for state engineering exams. Exams like WBJEE, UPSE offers pretty decent college. Some of these state colleges stood even a better NIRF ranking then most of NIT's of our country.

3. You can go for board improvement. This is also a vital suggestion because X11th marks holds improtance even your after graduation in exams like CAT or XAT. So improvement of board marks and preparing for JEE mains alongside can be done for a year. This will also enhance your chances of getting a better rank.
