No its a one year test you need to apply next time..

can't I apply for any other course in same fees that I have given or can I get a refund of my fees

your fee will not be refunded and as the application form has been closed you cannot apply for any other course.
if you wish you can talk to them by the helpline no. but I am sure. application fees are non refundable
