It looks like you have made a wrong assumption regarding dates calculation. Because your college has a certificate issued before or on April 1st 2020. Then by this statement, it's clear that the issued date of your income certificate files before April 1st 2020. So you have passed the condition, so obviously you can submit your certificate

No, You Don't have to renew it now. But renew it when it expires and afterwards submit to your adminstarator.
