It is compulsory to submit migration certificate. But if u don't have no need to worry u can submit an affidavit to NIT until u manage to get your migration certificate from Ur previously joined institute.

If you will join any college in your home state in NITs then there's no problem, its not required. but, if you are going to join non-home state NITs then you will have to submit Migration certificate.

Whether or not you will face a problem at the time of admission depends on the particular NIT in which you are going to get admission. If it is mandatory to give it then there can be a big problem but if you can give some other certificate or if you are not required to submit it immediately then it should not be a big issue. During the process of admission in NIT you must come with migration because the migration has to be submitted at the time of enrollment if you are not coming with migration,Nobody will hear you. Finally in that condition institute may cancel your admission.
