As you have taken born in West Bengal, and have completed your studies too from this state, then your state domicile is of west Bengal.
Also note that if you have passed your class 12th from west Bengal, then your state of eligibility is also west bengal.
Also if you have obc caste certificate from bihar, then Bihar will not be considered as your domicile.
