You don't need a computer background to get into the course in India . Though it's recommended. I have friends who took PE and are doing IT now in VIT University . Most of the admissions is based on PCM or the entrance test

Yeah Gaurav definitely you will be able to take the CSE / IT in any of the IIT premises. It doesn't matter whether you are from Computer science background or not only the thing which is required is the determination and passion to take the particular branch only that is enough and rest other things will be developed by the self only.

yes, you can surely do engineering in IIT's as your wish.you can take admissions thorugh the entrance exams like jee main,it needs your pcm marks and knowledge only.you've to give jee advanced also for admissions in iit's.to know about the jee mains exam and options after jee mains,you can refer these links:

Yes you are definitely eligible.
Only thing is that you have to get minimum 75% marks in 12th in non medical ( physics chemistry and maths).
And you have to qualify jee mains and advanced with a good rank to get CSE.
