Sorry to inform you that you are not eligible for KVPY exam. As per KVPY Eligibility criteria, if you enrolled in 1st year of UG program in basic science then you are eligible for KVPY exam. As you mentioned, you are dropper so you are not eligible for the same.

No you can't give as it will not be useful apart from testing your knowledge.If you take admissions in Under graduate program through basic science than you can apply under SB Stream.
But in drop year you can give kvpy for checking your jee preparation or knowledge.

Well, sorry but 'no' you are not elligible for KVPY now. It is for the students who are enrolled in 11th class or in 12th class and the students who are pursuing their 1st year in any of the Bachelor in Science get the last chance. There is no such fellowship for dropper students.
The students enrolled in 11th standard can apply from SA. The students in 12th standard can apply under SB and the students from 1st year graduation may apply from SX.

IT seems you are dedicatedly taking the exam since past years. Let me tell you, the eligibility criteria of the KVPY exam says that only the students studying in standard 11th and 12th along with first year BSc students can take KVPY exam. The droppers are not eligible to take the exam.
