Since in HBTU there is 100% reservation for UP students, so if you are from outside UP then you have no chance of getting admission there.
Else if you are a OBC students then there is a separate cutoff for OBC students in all branches.

Now if you belong from OBC category then still your CRL rank will be taken into account.
