With 219 is a less score for a government college surely. But as you asked some private college may grant you admission on the basis whether you cleared the neet exam or not. Some college may even take you state ranking in consideration and provide you with seat. 

Different colleges have different fee structure. So wait for the counselling to begin and see if there is any chance. Then only you may get the accurate information about fees also.
