Frankly speaking ,your rank is very high and with this it is very tough to get a very good government college. 401 is less for any good college seat. But still don't lose heart and wait for the counselling to begin and then see what comes in your hand. But still you have a potential to score much better and take your dream college. It may feel disheartening right now but don't lose Hope.
