It is difficult to predict your exact rank right now as it can vary depending upon difficulty of exam, number of students appeared and their performance. But the  chances are less to get a govt medical seat according to last year cut offs.

firstly, considering your category, you have done fairly well in NEET 2020. And for now the counselling hasn't even started. So what I will ask you to do, is wait. You have a decent chance at getting into a good government college in West Bengal such as RG Kar or CNMC.
