Hello aspirant
GEN-EWS certificate should have been issued on or after April 01, 2021. Your certificate should be fulfilling all the guidelines of the Government of India. As you mention you are from UP state,you can issue your certificate from Competent Authority ( The list of authorities you can find in the official document). But if you are unable to obtain your certificate you can provide declaration form which you will find in official website of Jee Advanced.
