English Honors applicants are maximum at Delhi University. Plus, even for the last college in DU, the cut-off closes around 78-79 percentage for English Honors. So, even if you are from any reserved category, you still have low chances. Try to apply for private colleges or state boards. As a person doesn't score much in state boards due to there marking system, try to advantage of this and a good college. Best wishes for your future.
