Kindly let this be known that you can't attempt to sit for UPSC exam until you have your graduation degree. Once you complete your graduation, you are eligible to give the UPSC exam. So keeping that in mind, fill the form when you'll complete your graduation. In the meantime you can prepare for the exam & get yourself started for many people, it'll give you a headstart over other candidates.
