Each year cut off varies due to the factors like no. of students who appeared for the exam, level of difficulty of the paper and in general how students performed in the exam. But if the previous year trend continues then a score of 611+ ( a rank below 800) can be said to be cut off. Since your score is too close to the cut off hence reaching to a conclusive answer in either yes or no is not possible.
