Biomedical engineering is a combination of both medical and engineering and thus, it is not one of the core Branches in engineering.
Some colleges that provide Biomedical engineering degree are :

IIT Bombay
IIT Delhi

MIT, Manipal
VIT University
RVCollegeofEngineering, Bangalore
Anna University, Chennai
Netaji SubhashEngineering College(NSEC), Kolkata

Since they all are different universities, each of them have different guidelines, eligibility criterias and entrance test for admission to biomedical engineering.
