As per the eligibility to apply for PU LLB programme, The candidates should acquire a bachelor’s degree from any recognized university with 45% and 5% relaxtation is there for reserved categories. Yes, you can take admission in Panjab University, Chandigarh if you're studying in BA first year. It will be counted as a drop year. You will have to take the PU BA/ BCOM LLB entrance test conducted in 2019 and your chances of admission will depend on the merit formed after considering your marks in entrance and marks in 12th boards.
