First Check whether the mop round is continuing or it's been ended. If it's in a process you can apply for it and if it's ended you must check for the college's which offer direct admission.

You have no other way to apply for the Colleges as mop up round is for the student's who didn't got alloted in any of the round and is conducted for the reason if college seats are not yet reserved.

So this is the only way you for getting admission into the college.
