Hey aspirant,
Yes, you are eligible to give the jee advanced 2021,but before that you have to fill up the form of jee mains. After filling up the form you have to give the exam then if you get a rank under 25000 then you'll be eligible to give the jee advanced and if you get selected in jee advanced then you'll be eligible to get admission in iit. But you can't give the jee advanced directly in 2021.

Yes, there is no such bar in re-appearing for JEE advanced after having rejected a seat the previous year. As long as you fulfill the eligibility criteria you can sit in the exam without any problems.
