Yes you are eligible for the JEE mains .
If you have more than 75% or in top 20 percentile in 12 th boards for general category.
And more than 65% marks in boards for ST/SC category.

Yes, You can apply, As per the eligibility you must have passed class XII or qualifying exam in 2017 or 2018 to apply for JEE Main Entrance Exam. you can also refer the below given link to check the complete information.

Yes if you have appeared for class 12th examination in 2018 then you are able to appear for JEE main entrance examination in the month of April the registration for that which will be commencing from February 8th onwards therefore don't forget to registration for JEE main April 2019.

If you have not started your preparation yet then I would tell you that first you should start with NCERT chemistry and go through it thoroughly and remember line by line so that you will be able to solve half of the questions from Chemistry then you should strength and your concepts of Physics in which you are already strong and then go for mathematics in a similar approach
