Now coming to why you cant :-
Your given situation: 12th : 2017
2019 mains : Your 3rd attempt.
And congrats as you have scored 94 percentile.
But if we take a look at JEE Advanced eligibility criteria then :
One can appear in JEE Advanced only two times: One, during the year he/she is appearing for 12th Boards or Similar Qualifying exam. And second, one year after that.
So you can appear in JEE Advanced 2017 & JEE Advanced 2018.
But Since in JEE Mains you can appear thrice, so you could appear in 2019 also.
Analysing present situation of yours: My suggestion would be to try for NITs and get into some. as you will get NITs with this marks.

Good to hear 94 percentile marks. But you cannot appear for jee advanced. There is only two attempt for jee Advance and in the consecutive year.
