Yes, you can apply for JEE Advanced but for that you need to be eligible for JEE Advanced first. You have to apply for JEE Main 2021, and score a good rank. If you come within the top 250000 candidates, you will be eligible for JEE Advanced. JEE Main application forms are released already and the last date of submission is 16th January 2021. From this year onwards, JEE Main will be conducted four times a year so you have enough chances to score a good rank.

No, you cannot appear in JEE advanced 2021 with passing year of class 12th in 2019 it doesn't matter if you have appeared in JEE advanced before or not

This is because,

One is eligible for JEE advanced examination for a maximum of two consecutive years starting from the year of appearing for 12th board examination.

So,

If someone has passed his class 12th in 2019 then he was eligible for JEE advanced examination 2019 and 2020 only .

So, you are not eligible for JEE advanced 2021 as you have passed your class 12th in 2019 and thus you were eligible for JEE advanced 2019 and 2020 only

For example,

JEE advanced 2021 eligibility criteria says that you must have appeared for your class 12th board examination for the first time in the year 2021 or 2020 and also must have qualified JEE mains 2021 .
