Hello Manish
Anyone can apply for jee mains .
But if you are talking about admission through josaa .
Than 08 perectile may be not sufficient ( can not say exactly) because cut offs will be declared after the April exam's result.
So depending upon your rank you will be shot listed and you will allot seat from the choices you preferred ( through counseling procedure).
